India Seeks Legal Advice to Buy Sanctioned Russian Oil After US Exemption

India is carefully evaluating its energy supply options as global geopolitical tensions disrupt oil markets. Government officials say Indian refiners are now seeking legal clarity before purchasing certain Russian oil shipments following a temporary sanction exemption granted by the United States.

According to two government officials on Friday, Indian refiners are requesting legal advice on how they might buy sanctioned Russian oil after Washington gave New Delhi permission to purchase crude that is stuck at sea in order to relieve pressure on international markets.

US Allows Temporary Purchase of Russian Oil for India

On Thursday, the US granted Indian refiners a 30-day exemption from sanctions so they may purchase Russian oil put into ships starting on March 5. The approval for Russia’s oil supply to India is good through April 4.

In order to help navigate the oil supply shortage brought on by the Middle East conflict, Indian state refiners have seized at least 20 million barrels of prompt Russian oil carried on boats floating in international waters, according to a Reuters story on Thursday.

Indian Refiners Seek Legal Clarity

About 40% of the oil imported by the third-largest oil importer in the world comes from the Middle East via the Strait of Hormuz. According to one of the sources, “so far refiners have bought only non-sanctioned oil,” adding that refiners want to avoid issues like payment issues if they purchase oil connected to sanctioned companies and vessels.

Following Moscow’s invasion of Ukraine in 2022, India was the largest consumer of Russian seaborne crude; however, in January, its refiners began to cut back on purchases due to pressure from Washington. New Delhi was able to secure an interim trade agreement with the US and avoid 25% tariffs by reducing its purchases of Russian oil.

Middle East Conflict Impact on India’s Energy Supply

The halting of Qatar’s production of liquefied natural gas and the interruption of supply from Abu Dhabi National Oil Co. have affected India. India has reduced gas supplies to petrochemical, refinery, and fertilizer facilities.

In order to prevent a shortage of cooking fuels, the country has already requested refiners to increase their production of liquefied petroleum gas. According to this source, India would take further action if necessary to prevent any fuel shortages, especially those involving gasoline and gasoline.
