Ukraine–Saudi Defense Deal Amid Iran War Escalation

Ukraine is strengthening global defense partnerships as it expands its role beyond Europe, focusing on air defense cooperation and technological collaboration in the Gulf region.

One month into the Iran war, Ukrainian President Volodymyr Zelenskyy signed the agreement in Jeddah on Thursday while visiting Saudi Arabia.

The agreement “lays the framework for future contracts, technological collaboration, and investment, while also enhancing Ukraine’s worldwide role as a security donor,” according to Kyiv. “Our nation will assist Saudi Arabia in strengthening its capacity to resist aerial threats through its technologies and knowledge.”

Zelenskyy stated that Ukraine is prepared “to offer its expertise and system to collaborate with Saudi Arabia in safeguarding lives” after meeting Crown Prince Mohammed bin Salman Al Saud of Saudi Arabia.

Focus on Air Defense and Technology

“Ukrainians have been fighting the same terrorist attacks—ballistic missiles and drones—that the Iranian dictatorship is currently conducting in the Middle East and the Gulf region for the past five years.” Saudi Arabia “has capabilities that are of interest to Ukraine,” he said.

During his visit, Zelenskyy did not offer any further information. He made it plain in earlier remarks that Kyiv’s top priority is air defense for Russia’s ballistic missiles. Zelenskyy also had a meeting with Ukrainian anti-drone specialists who have been in Saudi Arabia for more than a week.

“Even in such a short time, Ukrainian professionals were able to exchange considerable expertise,” he stated. “Everyone is so interested in our technologies and experience because Ukraine’s competence is unique and acknowledged as such.”

In Saudi Arabia, the United Arab Emirates, and Qatar, Ukraine has dispatched almost 200 of its own drone-countering specialists. Zelenskyy informed reporters via WhatsApp chat last week that about thirty more were on their way to Jordan and Kuwait.

Ukraine’s Strategic Position in Global Security

His travel to the Gulf region coincides with Kyiv’s moment of strength, as the country’s air defenses successfully intercepted 97% of Russian drones during the most recent Moscow strike.

Zelenskyy presented Ukraine’s involvement in the Gulf as a contribution to international security and energy stability during his speech on Thursday at the Joint Expeditionary Force (JEF) Summit in Helsinki.

Call for European Defense Independence

“This is important since its oil, gas, and other resources, as well as stable international markets, are essential to energy security and the cost of living, especially in Europe.” Additionally, he emphasized that Europe should have “complete capacity to develop all forms of air defense systems and missiles for them,” including defense against ballistic threats, cruise missiles, and drones.

“We cannot depend on the industries of other partners.” Here in Europe, we need to have faith in our own sector,” Zelenskyy stated. In the midst of rumors that the US may reroute planned military funding for Ukraine to the Middle East, he has called on Europe to increase its defense manufacturing and to establish new agreements in the Gulf.
